Proposed Licensing Legislation
The Surveying and Mapping Society of Georgia (
SAMSOG) has announced it is going to propose legislation in the 2011 that would, in short, require a 4-year degree as a prerequisite to becoming licensed as a surveyor or engineer. Currently, a surveyor or engineer may become licensed without a college degree - but there is a much longer experience requirement prior to taking the licensing exam. This legislation passed both houses in the 2005 session but was vetoed by the Governor. With a new Governor taking office in 2011, SAMSOG feels the time is right to try again.
In 2005 the Georgia Engineers Legislative Coalition worked closely with SAMSOG and supported the bill. The biggest impact is on surveyors - it is not uncommon for a RLS to not have 4 year degrees. In current times, fewer and fewer engineers find a pathway to licensure without a 4-year degree, so the impact is far less. The bill provided for a phase-in period (I think it was 3 or 4 years) before the 4-year degree requirement took effect.
The SAMSOG leadership has indicated that the 2011 version of the bill would be very similar to the 2005 version. This was HB 444 and is on the state web site:
